With the increase in the penetration rate of undergraduates and junior colleges in general higher education, the enrollment of adult education schools has shown a sharp decline. The open education enrollment of TV universities is also facing a severe trend. Expanding cooperation with local enterprises has become a new direction to solve open education enrollment. The article analyzes the new difficulties that local TV universities face in teaching management under the new enrollment trend of open education, and proposes corresponding solutions.
