Based on the example of Tongling City, based on Marx's urban theory, this article analyzes the practical application of the reproduction theory and urban function theory in the transformation and development of China's resource-based cities. The "two supplements" urban transformation path of "government adjustment and other means to supplement urban construction" has formed a new model of transformation and development of Tongling.
