ABSTRACT

From the development status of home and community elderly care services in XX County, we can see the following problems in this field: insufficient public participation; The effectiveness of public value creation is insufficient; The realization of public value is insufficient. These problems are mainly attributed to the following aspects: single publicity means of government and relevant departments, no enough promotion of it, unchanged public pension concept and insufficient government funding.
