ABSTRACT

China (Shaanxi) Free Trade Pilot Zone is the bridgehead for "Belt and Road" in its opening to the west as well as the front line of China’ reform and opening-up. It includes three special customs supervision areas. Xi'an Customs, as the leader in improving business environment and facilitating trade facilitation degrees, takes pragmatic measures and effective mechanisms to further implement the reforms. Besides, it also takes effective concrete measures and practically implement them to promote function transformation and explore system reform and model innovation, which helps create a “pilot field” for comprehensively deep reform and open up new heights for opening-up.
