ABSTRACT
The novel coronavirus outbreak broke out in China at the end of 2019. Faced with such a serious outbreak, there is no doubt that the whole country needs to work together to win this war without gunpowder. After the outbreak, Wuhan was put on lockdown and people across the country were quarantined at home. During this period, to ensure the orderly livelihood of the people and solve the problems of social governance exposed by physical isolation, it is necessary for multiple entities to work together to participate in governance and play their respective roles. However, due to their different status and functions, there are some problems in dealing with public health emergencies.
