As an important component of the university teacher team, counselors' work and services directly affect the quality of talent that universities provide to society. At present, there are problems in the work of college counselors, such as unstable counselor teams, heavy workload and low status, low salary and benefits, and lack of a sound evaluation mechanism for promotion. To address these issues, expectancy theory should be introduced to construct mechanisms for counselor compensation incentives, goal incentives, assessment incentives, and training incentives.
