ABSTRACT

Sichuan Province has long been characterized by frequent and intense seismic activity. Currently, earthquake prediction remains a significant scientific challenge worldwide. As the first line of rescue forces, public security special (patrol) police face a challenging situation in disaster relief. Through research and analysis of the special (patrol) police detachments of public security bureaus in various cities (prefectures), it is found that there are widespread issues such as insufficient professional equipment, lack of specialized personnel, inadequate logistical support, unclear division of responsibilities, and difficulties in implementing emergency plans. The author will propose suggestions on talent development, police dog training, drone deployment, equipment reserves, high-altitude adaptability training, and the construction of emergency logistics support systems, providing reference for the development of emergency support systems for public security special (patrol) police.
