The development of a first-class online "International Finance" course at a second-tier applied university faces practical challenges such as students' weak theoretical foundations, insufficient independent learning abilities, and low engagement in online learning.Guided by the OBE (Outcomes-Based Education) philosophy and drawing on the "key question design" teaching strategy, this paper begins with an assessment of student learning needs. It selects representative real-world cases for each chapter of the course and distills key questions from them. Based on these key questions, the study sets tiered learning objectives, reorganizes course content, designs instructional activities, and integrates ideological and political education into the curriculum, thereby constructing an online teaching system characterized by "key-question-driven learning—coherent knowledge logic—diverse assessment and feedback." Course operation data indicate that the key-question-based instructional design effectively enhanced students' learning engagement and achievement of learning objectives. This study provides a replicable practical pathway for the development of first-class online courses in business and economics majors at applied undergraduate institutions.
