There is no denying that people's demand for a better life is highly correlated with the ecological environment and economic growth. Consequently, based on the thought of ecological civilization, this study constructs an evaluation index system for high-quality development of ecological economics, which specifically contains five dimensions and 22 specific indicators. And the five dimensions consist of ecological environment, scientific and technological level, economic efficiency, people's welfare, and openness and cooperation. In addition, the index system was also applied to measure the level of eco-economic development in Kaifeng from 2006 to 2021, and the results showed that the index system has good general applicability.
